Prāṇapratiṣṭha is for the Yantras only. You can use the generic sarva mantra utkīlana mantra stotram for it.

In my opinion, this mantra is for the Divine Mother Siddhalakṣmī, the consort of Mahāgaṇapati.

Dear Guruji, Above mantra in Parashuram Kalpasutra is mentioned with an empty space 'Amuka' in place of 'sarva janam' me vashamanay swaha where any person's name can be placed ......my question is under which circumstances a name of a person can be placed in this mantra?

It won't serve any purpose by doing so, as the stotra is meant for those, who are already initiated into Her mantras.

These are feminine gender names (strilinga) and in pratham vibhakti, so they are thus. As simple as that. Simple understanding of Sanskrit will avoid such questions.
