It is a Tantric Scripture, divided mainly into two parts tattva and sādhana (principle or knowledge and practice). It consists of both mantras and rituals. Some of the mantras are extremely rare. It is in the form of conversation between Devi and Mahākāla (terrific form of Śiva). It deals with mantras of about 27 śakti-s like Tārā, Chinnmastā, Kālī, etc.

Pūrṇābhiṣeka is completely a ritual process. This can also be explained as mantrābhiṣeka (mantra bath). There are Vedic mantras that are chanted and oblations are performed with various mantras. Sometimes, oblations are performed with mūlamantra and the water thus purified is poured on the disciple amidst chanting various mantras. Which mantras are to be used depends upon one's Guru. am not too sure about pūrṇādhikṣa. If I happened to get details, I will post the rituals here.

Certainly they exist. But as said in the article, they do not reveal their true identities and it is equally difficult for an aspirant to identify them. But they choose a select few and uplift them in spiritual path. More details will be covered on this subject while discussing about Guru-s about whom a lot have been revealed by Kularnava Tantra.
