They  are surely safe, as the purpose is to destroy the enemies who obstruct spiritual path such as ego, desire, attachment, etc, the factors of maya.

One question is that are these Kavacha's safe to chant as they have wordings like maaraya (i suppose it means killing the enemy) , kshobhaya means agitate the enemy etc.

There is no specific step for this mantra. You can do it yourself according to your comfort level.

These details are provided in mantra shastra text books. Purascharanas have been prescribed for certain mantras and not prescribed for other mantras. For example Om Namashivaya or Om namo Narayanaya have no purascharana. You have to have these details only from the Guru who initiated mantras to you and act according to his instructions.

what are the guideline for different number of mantras for purscharana, from where we can obtain such an information like ....... Om Namonarayanay Namha, or any other matras. moreover, is there any specified about matras ...... which mantras can be choose for purascharana?

There are variations in this mantra. Two or three versions are there.
