I have not seen any ṣoḍaśī mantra in Mahākālasaṁhitā. If I come across, I will post it here. But among many other mantras, following guhyakāli mantra sounds different.ॐ ह्रीं क्लीं फ्रें हूं क्रों गुह्यकालि क्रीं छ्रीं ह्स्ख्प्रें फ्रों छ्रीं स्रीं स्वाहा ॥om hrīṁ klīṁ phreṁ hūṁ kroṁ guhyakāli krīṁ chrīṁ hskhpreṁ phroṁ chrīṁ srīṁ svāhā ॥

Obviously the same reason. Practically speaking, it is not the mantra that gives benefits. It is only the mind coupled with faith works much faster. There is no point in reciting any mantra without absolute concentration and simultaneously focusing within.

Why is there such a hue and cry for the secrecy of Mahasodashi also?

Certain mantras are powerful and are capable of giving immense benefits. This is one among them. It was believed that if these kinds of mantras get into wrong hands, it could cause immense damage, if misused. In order to protect innocents, these mantras are guarded. But at the same, many of these mantras are not revealed and are in the verge of becoming extinct. Hence there is a need to publish these mantras as well.

Śamaśāninī is correct. Śamaśama means enjoying perpetual tranquility or Bliss. This means that She is in the same state as that of Śiva. Śamaśama is explained as the quality of Śiva.
