It is possible to awaken during other times also, but the power of any mantra is multiplied manifold, during the eclipse time and hence mantra japa is highly recommended.

Contemplate on the Divine Mother as a whole, which means you should understand all the ślokas of Saundaryalahari and then be assured that Her feet alone, are capable of bestowing boons upon the entire Creation, which in itself, is composed of the dust from underneath Her feat. The first few ślokas explain the Creation.

I want to add that only during a solar / lunar eclipse it is possible to awaken some strong mantras of such deities as Hanuman, Kali, Durga, Shiva. Make the most of this time.

I understand this verse is talking about Devi's feet. How does one actually contemplate and meditate on her feet? Just think of any feet?

Can these slokas from Yoga Vasishtha be used for food consecration (Book 6, Chapter 39). nāmlānakaṭvyo no tiktā na kaṣāyāśca kāścana | citrairapi rasairdigdhā madhurā eva tāḥ kila || 55 || Things of different tastes, as the sour, bitter, acid, sharp and pungent, are useless in the service of the spirit; it is the calm and sweet composure of the soul, which is delectable to the holy spirit. samatā madhurā rasyā rasaśaktiratīndriyā | tayā yadbhāvitaṃ cetyamamṛtaṃ tatkṣaṇādbhavet || 56 || Equanimity is sweet to taste, and has the supernatural power of transforming every thing to ambrosia. (The man of an even mind, enjoys the sweetness of contentment in every state of life). samatāmṛtarūpeṇa yadyannāma vibhāvyate | tattadāyāti mādhuryaṃ paramindoriva cyutam || 57 || Whatever a man thinks upon with the ambrosial sweetness of his disposition, the same is immediately changed to ambrosia, as the nectarious dew drops under the moon beams.
